President Donald Trump has signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, a major legislative package aimed at increasing economic pressure on Moscow due to the war in Ukraine. The law targets Russia’s energy and defense sectors, as well as high-ranking officials including President Vladimir Putin. Key provisions include authorizing the U.S. President to impose tariffs of up to 100 percent on major buyers of Russian oil and gas, and implementing measures against the Russian “shadow fleet” used to bypass international restrictions.

In response, Dmitri Medvedev, the former Russian President and current Deputy Chairman of the Security Council, has called for Russia to respond with “direct military deterrence.” Medvedev characterized the new legislation as “Russophobic atrocities” and suggested that Russia should consider the forced seizure of Western company assets without compensation, similar to historical Soviet-era nationalization. The sanctions package passed the U.S. Senate with 86 votes in favor and 11 against, and the House of Representatives with 262 votes in favor and 159 against.
