Meghalaya mandates registration for all migrant workers
The Meghalaya government has made registration mandatory for all migrant workers employed within the state under the Meghalaya Migrant Worker Identification, Registration (Safety and Security) Act and Rules, 2020.
According to an official notification, every migrant worker must complete a prescribed registration process to obtain an individual registration card. Employers and contractors are responsible for ensuring compliance. Failure to register workers may result in penalties under the MIRSS Act provisions.
Registration involves a fee of 50 rupees and can be completed through various digital portals, including the Labor Commissioner portal and Invest Meghalaya. Required identification documents include voter IDs, driving licenses, PAN cards, or BPL cards, though Aadhaar has been explicitly excluded from the list of accepted documents.
Additionally, a police verification report is mandatory, which will be conducted via the Crime and Criminal Tracking Network and Systems (CCTNS). Once approved, registration cards will be valid for 179 days, with renewals required at least 30 days before expiration. Non-compliant employers face escalating fines, starting at 10,000 rupees for a first offense and reaching up to 1 lakh rupees for subsequent violations.
