Mehmet Şimşek announces 2027 target for capital market crime regulations

Turkish Treasury and Finance Minister Mehmet Şimşek announced plans to complete legal regulations aimed at strengthening the fight against capital market crimes, including coordinated fund operations, by the beginning of 2027. The initiative seeks to create a transparent, reliable, and effective capital market while prioritizing the protection of investor rights and the liquidation of problematic funds.

Recent measures implemented through the Capital Markets Board and the Fund Guide include requiring free funds to disclose portfolios weekly and mandating public announcements when specific shareholding thresholds are crossed in funds traded on TEFAS. Additionally, concentration limits have been introduced for funds, and borrowing transactions must now be conducted in organized markets with collateral.

These steps follow evaluations from international index providers like MSCI regarding structural improvements in the Turkish equity market. The government intends to maintain strict sanctions against those disrupting fair and competitive market operations.
