Mehmet Uçum evaluates Law No. 7595 framework for ending terrorism
Mehmet Uçum, Presidential Advisor and Deputy Chairman of the Presidency's Legal Policy Board, has provided an assessment of Law No. 7595, described as a 'framework law' aimed at ending systematic terrorism in Turkey.
Uçum stated that the law is not a routine counter-terrorism measure but a policy designed to achieve a national and public superior interest by providing a conditional opportunity for a 'fresh start' for relevant parties. He noted that if the specific conditions are met upon the successful completion of the process, positive legal outcomes will follow; otherwise, negative legal consequences will occur.
He emphasized that the terms regarding the 'effective end' or 'complete liquidation' of the terrorist organization are intended as practical processes rather than purely legal definitions. Uçum characterized the current period as an extraordinary phase in the history of the Republic, suggesting that the issue should be addressed through a general political approach based on national needs rather than partisan agendas.
