Melilla labor and social welfare developments

The CSIF union in Melilla is demanding that the residence allowance for public employees be updated before the end of 2026. Following a meeting regarding the Agreement for the Improvement of Public Employment and Citizen Service, the union requested that both residence and service-related indemnities be adjusted within the current year. While the Ministry of Public Function expressed a willingness to meet this deadline, specific amounts, percentages, or payment dates have not yet been established.

CSIF justifies the need for this review by citing difficulties with public transportation and the scarcity of affordable housing in Melilla, factors that hinder the recruitment and retention of professionals. Additionally, the union noted a commitment from the Ministry to apply a 4.5% salary increase starting January 1, 2027.

Separately, the Spanish Council of Ministers has approved an expansion of the economic benefit for caring for minors with cancer or other serious illnesses (CUME). The measure compensates for income loss when workers reduce their hours by at least 50% to provide care. Key updates include allowing both parents to receive the benefit simultaneously to promote shared responsibility and extending the benefit beyond age 26 for individuals with a high degree of dependency or disability.
