Italy leads Europe in diesel tax burden

Italy has the highest tax burden on diesel in Europe, with VAT and excise duties accounting for 48% of the pump price. According to data from Adusbef and the European Commission, approximately 1.08 euros per liter goes to the state, significantly higher than the EU average of 37.9%.

While Italy ranks first for tax weight (excluding Malta), it holds the seventh position for actual diesel prices, averaging 2.244 euros per liter. Finland, Denmark, and the Netherlands maintain higher average pump prices.

In response to rising energy costs and international volatility, the Umbria region has allocated 4.5 million euros to support over 5,700 agricultural businesses, providing a 30-cent per liter subsidy for diesel purchased between June and October 2026. Meanwhile, in Basilicata, labor representatives have criticized regional aid as insufficient to combat the rising cost of living and fuel prices affecting low-income households.
