Menorca moves to limit vehicle entry via law reform

The Consell Insular de Menorca is moving toward a legislative reform of the Menorca Biosphere Reserve Law to regulate the entry and stay of motor vehicles on the island. The initiative aims to combat seasonal traffic congestion and align mobility with the island's environmental and territorial capacity.

Under the proposed framework, the Consell will determine the maximum number of vehicles subject to limitations and the specific periods for application on an annual or biennial basis, supported by carrying capacity studies. Residents and owners of one property on the island are exempt from these restrictions. Other exemptions include professional vehicles, those for people with reduced mobility, emergency services, public transport, taxis, and vehicles for agricultural or industrial use.

Approval of the reform requires a qualified majority. While the government and the PSOE have shown support, negotiations are ongoing to address 18 amendments presented by the PSOE. The PP and PSOE have requested additional time to finalize these discussions, delaying the extraordinary plenary session to allow for further mediation.
