Menorca to use residency and property data to regulate vehicle influx

The Consell Insular de Menorca has reached an agreement with the island's eight municipalities to collect new statistical indicators regarding residency and property ownership. This data is intended to refine a system designed to limit vehicle influx and manage traffic flow on the island.

Following the installation of vehicle control cameras at the commercial port of Ciutadella, the initiative aims to better understand mobility patterns. The process will involve an automated cross-referencing of municipal census data (padrón) with Real Estate Tax (IBI) records. This two-phase approach will first identify residents, and then cross-reference non-residents against property ownership records to distinguish between local residents and non-resident property owners.

Juan Manuel Delgado, the Council's Mobility Counselor, stated that this technical foundation will ensure that future vehicle regulation measures are “effective, proportionate, and adapted” to Menorca's evolving mobility needs and reality. The goal is to reduce congestion, emissions, and pressure on public spaces.
