Mental Health and Wellbeing Commission report faces scrutiny over reworked findings

The Mental Health and Wellbeing Commission's report regarding Victoria's mental health reforms has faced scrutiny after being reworked prior to publication. While an original assessment found only 54 of 270 promised reforms were complete, the final published version credited the government with doubling its progress on royal commission recommendations.

Leaked drafts suggest that during a six-month delay between the report's presentation to the government in December 2025 and its release in June 2026, at least 75 status ratings were improved. The reworked report removed critical findings concerning budget cuts, a lack of evidence for government claims, and stakeholder resistance to the Department of Health.

Former Commissioner Annabel Brebner questioned the credibility of the updated findings, stating, “In my view, the difference in methodology raises questions about the overall reliability and validity of the assessments made.” The changes have raised concerns regarding government efforts to undermine independent oversight bodies.
