Meridiam SAS readies bid for Istanbul bridge and highway operation rights

French infrastructure investment firm Meridiam SAS is evaluating participation in the upcoming tender to transfer the operation and maintenance rights of Istanbul’s 15 July Martyrs Bridge, Fatih Sultan Mehmet Bridge and selected highway sections. Sources say Meridiam plans to create a consortium with Turkish construction company Makyol İnşaat Sanayi Turizm ve Ticaret A.Ş., while other Turkish firms are also seeking foreign partners.

The tender is expected to launch soon and will be split into four separate packages. Ernst & Young has been appointed to provide financial and technical advisory services for the process. Turkish authorities emphasize that the arrangement concerns the concession of operating rights, not the sale of ownership, and that revenue targets are based on these concessions. A similar privatisation effort in 2012, which attracted a $5.7 billion offer for the bridges and roughly 2,000 km of highways, was halted after the then‑prime minister deemed the price insufficient.
