Messina secretariat agreement ruled illegal by Italy's Interior Ministry

The Italian Ministry of the Interior’s Department for Internal and Territorial Affairs declared the secretariat convention between the Messina municipality and the Metropolitan City of Messina illegal. The ministry said the council resolution of 23 July wrongly designated the municipality as the lead entity and gave the mayor unilateral withdrawal power, which should belong to the council.

Local unions – UIL FP, CGIL FP, CSA and SILPOL – filed a formal complaint against the municipal administration and secretary‑general Rossana Carrubba, accusing her of validating the agreement without a valid title and of combining the roles of secretary and director‑general. The unions demand immediate correction of the convention, separation of the two roles, and warn they will seek judicial and accounting oversight if their demands are ignored. A municipal workers’ strike, originally set for 31 July, was postponed after a building collapse in Pistunina.
