Meta scales back AI-driven restructuring plan after employee pushback
Meta has scaled back an ambitious restructuring initiative known as ‘Project OT’ (Organization Transformation), which aimed to transition the company into an ‘AI native’ entity. Developed during a leadership retreat in Hawaii in January, the plan envisioned using AI agents to handle routine tasks, potentially allowing some specialized teams to shrink by as much as 60%.
The restructuring was intended to occur in two waves, with the first in May and a second in November. However, Mark Zuckerberg canceled the second wave of layoffs shortly before its scheduled implementation. While Meta proceeded with a 10% workforce reduction in May 2026, the broader plan faced significant hurdles.
Internal resistance, declining employee morale, and security concerns—including a bot exploit affecting Instagram accounts—contributed to the reversal. Furthermore, technical data revealed a productivity gap: while AI tools increased internal code generation by 220%, user-facing feature improvements rose by only 36%. Despite the workforce adjustments, Meta continues to invest heavily in AI, with projected annual capital expenditures for infrastructure between $125 billion and $145 billion.
