Metrolink project requires 8,000 workers amid Irish labor shortages

Ireland’s major infrastructure plans face significant labor challenges, with the Metrolink rail project alone requiring approximately 8,000 workers. The National Transport Authority (NTA) has warned of a wider “brain drain” across the public sector, which threatens the delivery of various large-scale civil engineering, water, and energy projects planned for the next decade.

To address acute shortages in heavy civil engineering, tunneling, and project management, officials have been recruiting across Europe for the past year. The Metrolink project, a 19-to-26-kilometer rail line intended to connect Swords and Dublin Airport to the city center, is estimated to cost as much as €17.5 billion.

During a Construction Industry Federation summit, NTA chief executive Anne Shaw noted that while the influx of infrastructure projects is positive, the simultaneous demand for specialized talent creates immense pressure on the system’s capacity. The Metrolink project has recently moved to a stage allowing private companies to bid for construction and operation contracts, with passenger service not expected until between 2036 and 2038.
