Former Undersecretary of Defense Carlos Demetrio Gaytán Ochoa has provided an explanation regarding the specific number of Division Generals within the Mexican Army. According to Gaytán Ochoa, the rank is reserved for high-ranking officials within the Secretariat of National Defense (SEDENA) and senior operational commanders.

The 27 positions are distributed across several structural tiers:

- Four officials within the SEDENA superstructure, including the Secretary of National Defense, the Undersecretary, the Chief Officer, and the Inspector General and Comptroller. - Four positions within the operational superstructure, comprising the Chief of the Joint Staff, the Army Commander, the National Guard Commander, and the Air Force Commander. - Twelve positions within the strategic deployment, where Division Generals head the various military regions established for operational and administrative purposes. - One position within a decentralized organism, specifically the Mexican Armed Forces Social Security Institute (ISSFAM).
