Mexican deputies analyze mandatory budget allocations for fire departments
Deputies in the State Congress's Civil Protection Commission are analyzing a proposal to mandate minimum annual budget allocations for municipal fire departments. The initiative aims to modify the Fire Corps Law, the Municipal Code, and various budget and accounting laws.
Under the proposed changes, most municipalities would be required to allocate at least 1.5 percent of their total annual budget to fire services. However, for the municipalities of Juárez and Chihuahua, the proposed minimum allocation would be 1 percent. These funds are restricted to specific uses, including prevention, emergency response, rescue, civil protection, infrastructure, equipment, maintenance, and staff training.
Civil organizations have been working since 2025 to secure guaranteed funding through citizen initiatives. Sergio Rodríguez, Director of Civil Protection, noted that allocating between 1.5 and 2 percent of municipal budgets would improve equipment availability and reduce emergency response times.
