Mexican Deputy Emilio Suárez Licona Seeks to Rename Migration Commission as Human Mobility Commission

Federal deputy Emilio Suárez Licona has introduced a legislative initiative to amend the Organic Law of the General Congress, specifically reforming fraction III of article 39, to change the name of the Comisión de Asuntos Migratorios (Migration Affairs Commission) to the Comisión de Movilidad Humana (Human Mobility Commission). The proposal argues that the term “human mobility” better captures a wide range of movements, including forced displacement, internal mobility, return, family reunification, labor migration, refuge and asylum, reflecting a more comprehensive human‑rights perspective.

Suárez cites United Nations Development Programme data indicating roughly 281 million international migrants—about 4 % of the world population—and stresses that the current commission name limits the scope of legislative oversight. The amendment aims to align Mexico’s legislative framework with contemporary migration realities and improve protection for all displaced persons.
