Mexican legislator warns tax enforcement is driving informality
Héctor Saúl Téllez, an economic vice-coordinator for the PAN party, has criticized the Mexican federal government's tax policies, labeling them as ‘fiscal terrorism.’ He argues that current enforcement methods focus heavily on existing taxpayers while failing to address the massive informal economy.
Téllez noted that while the taxpayer base has grown by only 0.97 percent, tax audit and enforcement actions have significantly increased, rising from 21,572 in 2021 to a projected 62,229 by the end of 2026. He warned that this concentration of pressure on visible taxpayers creates an incentive for businesses to remain informal rather than formalizing.
The legislator called for a shift in public policy toward simplifying tax mechanisms for small businesses and independent workers, rather than increasing surveillance on those already complying with tax laws.
