Mexican legislators challenge new tax and regulatory proposals

In Mexico, legislators are raising concerns regarding new fiscal and regulatory measures. PRD Deputy Jorge Iván Ortega Jiménez has called for the protection of artisanal mezcal producers in Guerrero. He argued that the current Ad Valorem IEPS tax structure disproportionately affects small-scale producers and proposed a transition to an Ad Quantum model based on alcohol content. Additionally, Ortega Jiménez opposed regulatory changes that would allow industrial processes to chemically simulate the aging of mezcal.

Separately, PRI Federal Deputy Rubén Moreira Valdez has challenged a proposed regulatory reform that would impose a charge of up to 2 percent on technological devices, including smartphones, computers, and tablets. Moreira Valdez requested that the secretariats of Economy and Finance review the legality of this 'private copy compensation' to ensure it does not violate the Foreign Trade Law or the USMCA (T-MEC) regarding import restrictions and tariffs.
