Mexican legislators propose reforms on school bullying notification and hospital/home education

In Baja California Sur, state deputy María Cristina Contreras Rebollo (MORENA) introduced an amendment to the state Education Law, adding article 79 Bis. The proposal obliges public and private schools to notify parents or guardians within 24 hours of any incident of bullying, cyber‑bullying or related violence and to follow established protection protocols, with immediate reporting to authorities when serious offences are identified.

At the federal level, deputy Alejandro Domínguez (PRI) presented a bill to recognize a right to continuous education for children and adolescents who are hospitalized, home‑bound, or otherwise unable to attend regular school. The measure would create a formal “hospital and home education” modality within the national education system, mandate coordination between health and education agencies, require statistical monitoring, and obligate teacher training for these contexts.

Both initiatives aim to strengthen the legal framework for protecting vulnerable students and ensuring their right to education under Mexican law.
