Mexican municipalities update urban planning regulations in Saltillo and Puebla

The Saltillo City Council unanimously approved updates to the municipal Cadastre Regulation and the Interior Regulation of the Republican City Hall. The changes are intended to modernise the legal framework for land administration, urban and rural planning, and to improve municipal management. The council also approved the mayor’s proposal to hold a formal ceremony on July 24 to present the 2026 Saltillo Award.

Separately, the state government of Puebla submitted a reform bill to the local congress aimed at strengthening urban‑development planning in municipalities. The proposal updates municipal development programmes to align with state and federal policies, supports the ambitious national housing programme, and clarifies land‑use authorisations without creating or removing any governmental powers.
