Manuel Roberto Farías Laguna case: Navy officers testify in Mexico

Mexico’s Fiscalía General de la República (FGR) has summoned seven members of the Secretaría de Marina (Semar) to testify in the investigation of alleged fuel‑tax evasion, known as “huachicol fiscal,” linked to brothers Manuel Roberto Farías Laguna and Fernando Farías Laguna. The defense, led by attorney Epigmenio Mendieta Valdés, requested the testimonies to clarify the command structure and whether navy personnel received direct orders from the brothers.

Six of the seven summoned naval officers appeared before the Specialized Organized Crime Prosecutor’s Office (FEMDO) on July 30‑31, 2026, providing detailed statements about operational protocols, navigation logs and radio records. Their testimonies are intended to help determine if the alleged scheme involved instructions from the Farías Laguna brothers and to identify any deviations from lawful use of force during the operation. The defense says the statements have yielded new elements for their case, while the FGR has not yet disclosed the content of the testimonies or any resulting charges.
