Mexican Senator proposes life imprisonment for child sex offenders

Senator Laura Esquivel Torres of the National Action Party (PAN) has introduced a constitutional initiative to establish irreductible life imprisonment for adults convicted of high-gravity sexual offenses against children and adolescents.

The proposal seeks to reform several constitutional provisions and would empower the Congress of the Union to issue general laws defining minimum criminal types and sanctions for sexual crimes against minors. Esquivel emphasized that certain crimes, such as child sexual abuse, do not allow for second chances due to the profound impact on the victims' safety and well-being.

Data from the Ministry of Health, systematized by the Network for the Rights of Children in Mexico, indicates a significant trend of sexual violence. In 2025, 11,122 individuals between the ages of one and 17 were treated in hospitals for sexual violence, a figure Esquivel noted represents only a fraction of the actual total of victims.
