Mexican State Agencies Rescue Dogs and Sue Citizen for Puppy Abandonment

In Puebla, the Animal Welfare Directorate of the State System for Integral Family Development (SEDIF), together with the State Attorney General's specialized unit on animal crimes, rescued two dogs after a complaint reported unsafe conditions at a residence. The animals were placed in the Animal Welfare Clinic for veterinary care and protection. SEDIF director Michele Islas Ganime highlighted the coordination between institutions, the role of citizen reports, and the zero‑tolerance policy toward animal cruelty endorsed by Governor Alejandro Armenta.

In the neighboring state of Tlaxcala, the Coordination of Animal Welfare (CBA) announced it will initiate administrative and possible criminal proceedings against a citizen who abandoned nine puppies at the state shelter, violating the state's Animal Welfare Law. The shelter operates under strict quarantine and health protocols, and violations can incur fines, administrative detention, and criminal charges under the state penal code.
