Mexico launches national teacher consultation on career rules and cell phone use
Mexico's Secretary of Public Education, Mario Delgado Carrillo, has launched a national consultation involving over 1.2 million teachers to redefine professional entry, promotion, and advancement rules. This initiative follows the decision to abolish the Unidad del Sistema para la Carrera de las Maestras y los Maestros (USICAMM), shifting the authority to define evaluation criteria—such as professional preparation, experience, and seniority—directly to the teaching community through school-by-school diagnostic questionnaires.

The consultation aims to address concerns over cognitive development, mental health, and digital risks like cyberbullying and inappropriate content. In Tamaulipas, officials noted that approximately 92 percent of basic education students use cell phones, with potential regulations or restrictions expected to be finalized by November.
In Mexico City, Head of Government Clara Brugada Molina has proposed a Digital Rights Law for children and adolescents. The administration is also exploring measures to have students store mobile devices in secure lockers during school hours to encourage real-world social interaction and reduce digital distractions.
