Mexico's draft audience rights rules spark censorship concerns

The Mexican government has issued draft "Lineamientos Generales para la Protección de los Derechos de las Audiencias" that would apply to radio and television broadcasters. The proposals are open to a public consultation running from 27 July to 21 August 2026. They require broadcasters to clearly separate news, opinion and advertising, use on‑screen markers for opinions, prohibit the dissemination of false or decontextualised information, and provide a right of reply for audiences. Each concessionaire must adopt a code of ethics and designate an independent audience defender, with the regulator (CRT) empowered to impose fines of up to 1 % of annual revenue for breaches.

Supporters, including President Claudia Sheinbaum and legal adviser Luisa María Alcalde, say the rules aim to protect truthful information and safeguard the public’s right to accurate news. Critics – opposition parties, the judicial association JUFED, and former presidents Vicente Fox and Felipe Calderón – argue the measures could become a tool for censorship and restrict freedom of expression. U.S. news chains Fox News and CNN have also voiced concern that the law might affect their operations in Mexico. The debate continues as stakeholders submit observations during the consultation period.
