Mexico advances copyright and municipal administration reforms
In Mexico, legislative bodies are advancing reforms focused on digital rights and municipal administration. The Commission of Economy, Commerce, and Competitiveness has presented a report to reform the Federal Copyright Law. The proposed changes address secondary liability for internet service providers, aiming to protect creators' rights in the digital environment without automatically holding providers responsible for third-party content.
In Guerrero, the 64th Legislature approved reforms to the Organic Law of the Free Municipality. These measures include modernizing municipal administration, promoting austerity, and combating nepotism by prohibiting public servants from being related to local officials up to the fourth degree of consanguinity or affinity. The reforms also restructure municipal councils, limiting regidurías to 15 in highly populated areas and establishing a single syndic per municipality to ensure gender parity.
Additionally, a proposal has been introduced in the Guerrero Congress to mandate that municipal syndics and regidores submit annual, public individual management reports. This initiative seeks to enhance transparency and accountability by requiring these officials to document their specific activities and results, which must then be published in the Municipal Gazette.
