Banxico's SPEI 2.0 rollout expands digital payment limits in Mexico

Mexico's central bank, Banxico, has introduced SPEI 2.0, an upgraded interbank electronic payment system that strengthens security, improves bank‑FinTech communication and adds stricter fraud‑prevention measures. A key feature is the new "Nivel 2 Bis" account tier, which raises monthly deposit limits to 15,000 UDIS (about 132,000 MXN) and requires at least 105,600 MXN of that to come from electronic transactions. The regulator also issued rules obligating financial institutions to standardize the design of their mobile‑banking apps and to launch the Nivel 2 Bis product for micro‑ and small merchants, with a compliance deadline of 14 December.

The changes aim to broaden financial inclusion for independent professionals, small retailers and family‑run enterprises. In line with this push, Concanaco Servytur México and fintech Finabien have formed a partnership to promote low‑cost digital payment tools for micro‑ and small enterprises, highlighting benefits such as reduced cash‑handling costs, greater transaction security and better administrative efficiency. Meanwhile, Auriga’s VP of Commercial, Martín Espinel, emphasized that despite digitalisation, ATMs remain a critical component of a hybrid payment ecosystem in Mexico, requiring predictive analytics, multilayer security and automation to maintain availability and curb fraud.

Together, the regulatory reforms, industry collaborations and technology‑focused insights signal a coordinated effort to modernise Mexico’s payment landscape and extend digital services to a broader segment of the population.
