Mexico captures CJNG-linked leader ‘El R1’ for mayor’s murder and influencer killing

Ramón Ángel Álvarez Ayala, known as “El R1”, was identified as the intellectual author of the 1 November 2025 murder of former Uruapan mayor Carlos Manzo. He headed Los Rs, a violent cell affiliated with the Jalisco New Generation Cartel (CJNG) that operates in Michoacán and Jalisco.

The federal operation that captured R1 took place in Atotonilco el Alto, Jalisco, and involved the Secretariat of Security and Civil Protection (SSPC), Mexican Army special forces and the National Intelligence Center. The arrest was presented as part of President Claudia Sheinbaum’s “Plan Michoacán for Peace and Justice”. A total of 31 suspects have been detained in connection with the mayor’s killing.

Security Secretary Omar García Harfuch said the murder was ordered because the mayor’s anti‑extortion actions were viewed as a “provocation”. R1 is also linked to the May 2025 feminicide of influencer Valeria Márquez; investigators say his son Francisco allegedly asked his father to carry out the killing. The Morena party publicly disavowed any ties to R1 or his brother Roldán Álvarez Ayala. Additional arrests include material co‑author Iván Martín, captured in Zapopan for the Márquez case.
