Mexico arrests alleged mastermind behind ex-mayor Carlos Manzo's murder
Mexican federal security forces, including the Secretariat of National Defense, the Secretariat of Security and Protection of Citizens (SSPC), the National Intelligence Center and special units of the Mexican Army, captured Ramón Ángel N., alias “R1”. He is identified as the intellectual author of the homicide of former Uruapan mayor Carlos Manzo, killed on 1 November 2025 during a public ceremony.
Authorities said “R1” led “Los Rs”, a violent cell linked to the Jalisco New Generation Cartel (CJNG) that operates in Michoacán (Apatzingán, Uruapan, Morelia) and Jalisco. The group is involved in extortion, murders and drug trafficking, impacting producers, entrepreneurs and families in the region. The arrest brings the total number of suspects detained in connection with Manzo’s murder to 31 and is presented as part of President Claudia Sheinbaum’s “Plan Michoacán for Peace and Justice”. Secretary of Security Omar García Harfuch announced the operation.
