Guadalupe Hernández Hinojosa arrested in Mexico City fuel smuggling case

Guadalupe Hernández Hinojosa, the legal representative of Ingemar S.A. de C.V., has been arrested in Mexico City for suspected involvement in a major fuel smuggling and organized crime network. The investigation, conducted by the Fiscalía General de la República (FGR), focuses on a large-scale "fiscal huachicol" operation involving the illegal transport of hydrocarbons via rail tanks.

Authorities allege the network used shell companies, logistics operators, and customs agents to smuggle fuel from the United States to Mexico. The scheme reportedly involved declaring significantly lower volumes of fuel than what was actually transported—in some cases reporting only 10% of the true amount—or mislabeling products to evade taxes. The illegal fuel was then mixed with legal products to facilitate market distribution.

The investigation was triggered in July 2025 after 33 abandoned rail tanks were discovered in Ramos Arizpe, Coahuila. Hernández Hinojosa is accused of managing the company's financial administration, signing bank accounts, and handling customs procedures for shipments with document inconsistencies.

With this arrest, nine people have been detained in connection with the case, including Ernesto Ruffo Appel, the former governor of Baja California and a major shareholder in Ingemar. Eight of the nine individuals have already been formally charged.
