Mexico and Guatemala establish 2027 bilateral cooperation plan
Mexico and Guatemala have established the ‘Plan Binacional 2027’, a strategic framework designed to guide bilateral relations through next year. The agreement, announced by Mexican Foreign Secretary Roberto Velasco and Guatemalan Foreign Minister Carlos Ramiro Martínez, focuses on five core pillars: shared security, border connectivity, dignified human mobility, economic development, and technical and scientific cooperation.
In terms of security, the nations have nearly finalized a new memorandum of understanding for the Mexico-Guatemala High-Level Security Group (Ganseg) to better address transnational threats. Connectivity efforts will prioritize modernizing border infrastructure and implementing a joint cargo clearance program between Ciudad Hidalgo and Tecún Umán. Additionally, both countries are working toward a railway interconnection via Line K of the Interoceanic Corridor of the Isthmus of Tehuantepec.
Regarding migration, the governments committed to coordinating safe, orderly, and dignified returns while enhancing protections for people in transit. Development initiatives include expanding the ‘Sembrando Vida’ social program to 10,000 people in Guatemala and advancing energy cooperation through hydroelectric projects on the Usumacinta River.
