IMCO 2026 Index ranks Querétaro as Mexico's second most competitive state
The Mexican Institute for Competitiveness (IMCO) released its 2026 State Competitiveness Index (ICE), evaluating 32 entities on their ability to attract and retain talent and investment. Querétaro secured the second position nationally, driven by its automotive, aerospace, and data center industries, and achieved the top spot in the Political and Government sub-index.
Other notable performers include Quintana Roo, which saw the largest national advancement by climbing 12 positions to reach ninth place, and Baja California Sur, which ranked fifth due to tourism-driven investment and economic dynamism. Baja California was also recognized for its sustained performance over the last 20 years, with a focus on water security and education to support strategic industries like semiconductors and biotechnology.
In contrast, some states faced challenges. Jalisco dropped to sixth place, impacted by concerns regarding insecurity and corruption despite strong economic indicators. Chihuahua also experienced a decline, falling to fifteenth place, marking its lowest position in a decade. San Luis Potosí entered the top ten, reaching tenth place through improvements in innovation and infrastructure.
