Mexico City officials endorse urgent Metropolitan Program update
The Morena parliamentary group and the Secretary of Planning, Land Management, and Metropolitan Coordination, Enrique Irazoque Palazuelos, have endorsed the urgent update of the Metropolitan Program (POZMVM). The current program has not been updated since 1998, and the new proposal aims to coordinate development across the metropolitan zone through 2050.
Deputy Xóchitl Bravo Espinosa emphasized that the update is a matter of territorial justice, intended to reduce inequality by improving access to housing, services, and infrastructure. The metropolitan region is economically significant, representing 28 percent of Mexico's GDP and housing approximately 17 percent of the national population.
Addressing concerns regarding property rights, Secretary Irazoque Palazuelos clarified that the program will not automatically violate private property or cause immediate property tax increases. He noted that the document serves as a policy guide for the Mexico City, State of Mexico, Hidalgo, and Morelos regions, but individual state governments retain decision-making power over taxes and urban development. A public consultation process is currently underway and will continue until November 24.
