Mexico Court Orders Defense Ministry to Release Pegasus Contracts

The First Collegiate Tribunal of the 30th Circuit in Mexico confirmed an amparo ruling that obliges the Secretaría de la Defensa Nacional (SEDENA) to provide public versions of contracts related to the Pegasus surveillance software. The contracts, signed in 2018 and 2019 with Comercializadora Antsua S.A. de C.V., total more than 140 million pesos and cover a “Remote Information Monitoring Service” for the military intelligence center. The decision overturns the defense ministry’s claim that the documents could not be disclosed for national‑security reasons and enforces a prior INAI resolution. The litigation, initiated by the digital‑rights group Red en Defensa de los Derechos Digitales (R3D) in 2022, follows revelations by the Guacamaya collective that the contracts existed despite earlier denials by SEDENA.
