Mexico delays new sugar and food preparation import controls

Mexico has postponed the implementation of new import controls for specific food preparations containing sugar until November 2, 2026. The delay specifically affects goods classified under tariff fraction 2106.90.99. During this transition period, these goods may continue to enter the country using the corresponding exception declaration without affecting customs clearance.

This measure is part of a broader strategy by the Mexican Secretariat of Economy to protect the domestic industry following a 1,542% increase in average monthly sugar imports since 2023. Official data shows that monthly imports rose from an average of 2,185 tons between 2019 and early 2023 to 35,872 tons between May 2023 and December 2025. The government noted that over 100,000 tons annually, primarily from Guatemala, are declared as sugar mixtures to bypass certain regulations.

The postponement does not apply to six other tariff fractions for sugar and food preparations, for which prior import permits have been mandatory since September 28, 2026. The government aims to increase traceability and monitor products that use sugar as an essential component despite containing additives.
