Mexico expands financing and digital payment options for micro, small and medium enterprises

Deputy Francisco Pelayo Covarrubias (PAN) introduced a legislative amendment to the Law for the Development of Competitiveness of Micro, Small and Medium Enterprises. The proposal would give the Secretariat of Economy new tools to provide public and private financing, guarantees, co‑investment and tax incentives for youth‑led MIPYMEs that focus on strategic technologies such as artificial intelligence, cybersecurity, data science, biotechnology and robotics. It defines “young entrepreneurs” as persons aged 18‑35 and seeks to integrate these firms into federal procurement and productive chains.

Separately, Visa and the Secretariat of Economy launched the “Crece tu MIPYME con pagos digitales” program, which has enabled 692,000 Mexican micro, small and medium businesses to accept card payments. Participants report an average 68 % increase in card sales, 16,909 MXN monthly sales volume and 36 transactions per month. The initiative provides free point‑of‑sale terminals and “Tap to Phone” technology, removing equipment barriers and extending digital payment adoption beyond the 2026 World Cup host states to most regions of the country.
