Mexico expands Metropolitan Zone of the Valley of Mexico to 84 municipalities

The Council of Metropolitan Development of the Valley of Mexico (CDMVM) approved a series of agreements that modify the Zona Metropolitana del Valle de México (ZMVM). The changes incorporate the municipality of Huitzilac in Morelos, eight municipalities from Hidalgo, 59 municipalities from the State of Mexico and 16 boroughs of Mexico City, bringing the total to 84 municipalities and serving nearly 23 million residents.

Officials highlighted the importance of coordinated territorial planning. Miguel Ángel Tello Vargas, head of the Planning and Prospective Unit and joint technical secretary of the CDMVM, said the inclusion gives Hidalgo “voice and vote” in regional projects such as the Felipe Ángeles International Airport and water‑resource management. Sedatu chief Edna Vega Rangel stressed that metropolitan governance is essential for addressing urban growth, while State of Mexico Governor Delfina Gómez and Mexico City Head of Government Clara Brugada Molina affirmed their commitment to improve quality of life through the new framework.

The approved Program for the Ordering of the Metropolitan Zone (POZMVM) will now enter a public consultation phase, aiming to guide long‑term development, legal certainty and sustainable financing across the expanded metropolitan area.
