Mexico faces rising fiscal pressure from pension spending and state enterprise liabilities

Mexico faces significant fiscal challenges as pension-related expenditures continue to rise. In the first half of 2026, public pension spending reached 831,734.6 million pesos, a 2.7 percent real increase compared to the same period in 2025. This growth is driven by demographic aging, which the Ministry of Finance identifies as a long-term fiscal risk.

State-owned enterprises are also under heavy pressure. Combined pension liabilities for Pemex and CFE have reached 2.1 trillion pesos. In the first half of the year, Pemex spent 1.506 trillion pesos on pensions and related benefits, while CFE allocated 554.2 billion pesos, representing a 25.3 percent annual increase for the utility company.

While the Supreme Court recently upheld the 2024 reforms for the Pension Fund for Wellbeing (FPB), financial institutions like UBS warn that institutional erosion and fiscal policy remain risks to the economy. Economic growth forecasts for 2026 vary, with Citi estimating a 1.3 percent growth rate, while analysts note that rising public debt and unproductive current spending could further impact macroeconomic stability.
