Mexico faces fiscal strain as Pemex bailouts and debt rise
Mexico is facing significant fiscal pressure due to record-high international debt issuance and massive capital injections into the state-owned oil company, Pemex. According to Bank of Mexico data, the federal government issued $20,531 million in long-term international debt during the first half of 2026, representing an 89.63% annual increase.
Financial markets are increasingly pricing Mexican debt at levels below its official credit ratings. While Mexico maintains an investment-grade rating of BBB-, its 10-year credit default swaps (CDS) are trading at levels more characteristic of a BB+ rating. Pemex faces even steeper market skepticism; despite a BB+ rating, its long-term risk is being valued by the market as if it were in the B+ or B category.
This credit deterioration is linked to the heavy financial burden of supporting Pemex. Combined transfers from the administrations of Andrés Manuel López Obrador and Claudia Sheinbaum to sustain the oil company exceed $130,000 million. Pemex currently carries a financial debt of over $70,000 million and operates with a workforce that analysts suggest is oversized for its declining crude production.
