Mexico government talks pension overhaul and education reform with CNTE union

Martí Batres, head of the Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (ISSSTE), told the teachers' union CNTE that the 2007 ISSSTE law cannot be repealed because the state lacks the fiscal capacity—over 20 % of GDP—to assume individual pension accounts. He announced plans to create a public insurer to strengthen the pension system and address the low commission rates of current private managers.

Separately, the Secretaría de Educación Pública (SEP) proposed a new education reform to the CNTE, outlining a process of direct consultations with teachers across the country. SEP secretary Mario Delgado Carrillo said the aim is to build consensus on labor rights, transparency and legislative proposals before the next congressional session, though the CNTE has not yet issued an official response.
