Mexico human rights group seeks limits on military jurisdiction

In Mexico, the Centro de Derechos Humanos Miguel Agustín Pro Juárez is calling for constitutional limits on military jurisdiction regarding human rights violations. This comes ahead of a judicial ruling on an amparo filed by the families of Leidy Rojas and Alexa Medina, two children who died in May 2025 after Army elements opened fire on their vehicle in Badiraguato, Sinaloa.

The upcoming ruling by District Judge Juan Antonio Gutiérrez Gaytán will address whether military and civil jurisdictions can conduct parallel investigations into the same events. The human rights center criticized the current model, noting that the military justice system often conducts initial investigations and controls evidence before referring cases to civil authorities, while simultaneously maintaining separate inquiries for military disciplinary offenses.
