Mexico implements mandatory IMSS social security for app workers

A new mandatory social security scheme for digital platform workers has officially entered into force in Mexico. As of October 1, 2026, more than 200,000 workers, including food delivery riders, couriers, and app-based drivers, will be incorporated into the Mexican Social Security Institute (IMSS).

Under the regulations published by the Ministry of Labor and Social Welfare (STPS), platform administrators such as Uber, DiDi, and Rappi will be responsible for employer contributions for workers earning at least one monthly minimum wage. The coverage includes five essential branches of social security: occupational risk insurance, sickness and maternity, disability and life, retirement and old-age pension, and childcare and social benefits.

President Claudia Sheinbaum Pardo noted that this measure positions Mexico as a continental pioneer in guaranteeing labor rights while maintaining the flexible scheduling characteristic of digital intermediation technologies. The coverage also extends health and hospitalization services to the workers' spouses, children, and dependent parents.
