Mexico implements new restrictions and bans on bullfighting

In Tijuana, Mexico, the City Council unanimously voted to repeal the Bullfighting Spectacles Regulation, effectively banning bullfighting in the city. The decision, passed on August 27, 2026, was spearheaded by Councilwoman Magaly Ronquillo Palacios and supported by Mayor Abdiel Gutiérrez. The move follows years of declining activity and pressure from animal rights groups such as PETA Latino, Animal Heroes, and Abogados Animalistas de Tijuana. The repeal ends a regulation that had been in place for over 35 years.

In a separate legal development in Yucatán, Mexico, a federal judge has imposed restrictions on bullfighting and lasso tournaments in the municipalities of Ucú, Sotuta, and Cansahcab. Following legal challenges by PETA Latino and Animal Heroes, the court prohibited specific acts of violence, including the use of puyas, banderillas, swords, and knives against the animals. While bullfighting activities may continue in these areas, they must strictly adhere to the judicial instructions to prevent torture and violence. This brings the total number of municipalities in Yucatán where these organizations have secured judicial protections for bulls to seven.
