Argentina and Mexico implement major regulatory and land ownership changes

In Argentina, the Supreme Court has cleared the way for unlimited foreign ownership of rural land by upholding President Javier Milei’s decree to repeal the 2011 Rural Lands Law. The ruling dismisses a challenge by the Malvinas Islands Former Combatants Center (CECIM), which argued the law protected national sovereignty. The decision effectively deregulates the rural real estate market, removing previous caps that limited foreign ownership to 15% of land at national, provincial, and municipal levels.

In Mexico, several regulatory and trade developments are underway. The deadline has passed for importers to adopt the Electronic Value Declaration, a digital procedure required by the SAT and ANAM to report how the value of imported goods is calculated. Additionally, the Mexican Ministry of Economy has initiated an administrative review of compensatory duties on aluminum cookware imported from China.

Regarding trade relations, experts suggest a framework agreement between Mexico and the United States could be reached before the end of the year to address economic security and China containment. Meanwhile, new technical standards (NOMs) have been published in Mexico regarding compliance for mobile equipment, motors, and plumbing fixtures.
