Mexico investigates fuel smuggling network linked to Ernesto Ruffo
Mexican federal authorities are investigating a large-scale 'fiscal huachicol' network involved in the illegal importation of hydrocarbons. The investigation, led by the Fiscalía General de la República (FGR), has linked the scheme to Ernesto Ruffo Appel and involves the irregular entry of over 18 million liters of diesel and gasoline into Mexico.
Court documents reveal that some of the investigated fuel originated from the Deer Park refinery in Texas, owned by Pemex. The network allegedly used various companies to facilitate these shipments, often reporting lower volumes on customs documents than what was actually transported. The operations utilized border crossings such as Matamoros and Nuevo Laredo, as well as the ports of Altamira and Tampico.
In a recent operation in Ciudad Madero, federal forces including the Navy, Army, and National Guard arrested Osvel “TR”, identified as a suspected operator within the structure. Authorities believe he was involved in managing bribes to customs officials to facilitate illegal fuel movements. The FGR is currently tracking 31 vessels potentially linked to the illicit activity and is seeking arrest warrants for at least ten additional individuals.
