Mexico legislators propose reforms for mineral sovereignty and child digital protection

Mexican legislators have introduced two distinct initiatives aimed at protecting vulnerable groups and national resources.

Federal Deputy Magdalena Rosales Cruz of the Morena party has proposed constitutional amendments to Articles 27 and 28 to protect seabed mineral resources in Mexican territorial waters. The initiative seeks to prevent foreign powers, specifically citing concerns regarding the United States under the Trump administration, from monopolizing polymetallic nodules. These minerals, found in the Clarion-Clipperton Zone, are critical for electric vehicle batteries and clean energy technologies. The proposal mandates that any future extraction must utilize clean technologies to ensure zero damage to marine ecosystems.

Separately, Deputy Ana Karina Rojo Pimentel has proposed legislation to prevent the digital economic exploitation of minors by those exercising parental authority or guardianship. The initiative seeks to amend the General Law on the Rights of Children and Adolescents to address ‘commercial sharenting’ or digital child labor. This involves the systematic use of a minor's image, voice, or personal data on social media and digital platforms to generate income, advertising benefits, or sponsorships, which can compromise the child's privacy, mental health, and development.
