Mexico marine protection faces significant budget shortfalls for 2027

Civil society organizations in Mexico have warned that the 2027 Federal Expenditure Budget Project (PPEF) allocates insufficient resources for the protection of the country's seas and coasts. Groups including Greenpeace México, Oceana, Fundar, and the Mexican Center for Environmental Law (CEMDA) stated that the current funding levels meet only half of what is required to protect marine environments.

Specifically, the National Commission of Aquaculture and Fisheries (CONAPESCA) and the Mexican Institute for Research in Sustainable Fisheries and Aquaculture (IMIPAS) have a combined allocation of only 2,960 million pesos for 2027. These institutions are vital for managing fishery resources, combating illegal fishing, and addressing climate change adaptation. Critics noted that CONAPESCA’s proposed budget is less than half of what it received in 2018.

The funding gap poses risks to Mexico’s international climate commitments, national sovereignty, and the food security of millions. Furthermore, sustainable ocean economy activities faced a financial gap of 8,000 million pesos in the 2026 budget.
