Mexico mining regulatory framework requires multiple permits
In Mexico, holding a mining concession does not grant automatic authorization to begin operations. During the 9th National Mining Congress Durango 2026, expert Karina Rodríguez Matus emphasized that mining rights are distinct from surface land rights and water access.
To develop a project, companies must secure various environmental, labor, energy, and social authorizations, alongside permits from federal, state, and municipal authorities. The regulatory framework extends beyond the Mining Law to include complex requirements regarding taxation, safety, health, and the handling of explosives and substances.
