Michoacán Congress approves Law for the Search of Missing Persons

The 76th Legislature of the Michoacán Congress has unanimously approved the Law for the Search of Missing Persons. The legislation establishes a State Search System under the instruction of the Government Secretariat and creates a Specialized Prosecutor's Office to investigate forced disappearances.

A central pillar of the new law is the presumption of life, which mandates that authorities initiate search actions immediately upon receiving any report or news of a disappearance, without requiring a formal complaint or a 72-hour waiting period.

The law also formalizes several key institutions and registries, including a State Registry of Missing Persons, a State Registry of Graves, a State Forensic Data Bank, and a Human Identification Forensic Center. These tools are intended to strengthen the coordination between security forces, the State Prosecutor's Office, and search collectives to improve the localization and identification of missing individuals.
