Mexico Enacts General Circular Economy Law, Tamaulipas Governor Proposes State Version

The General Law of Circular Economy was published in the Diario Oficial de la Federación on 19 January 2026. It consolidated several draft initiatives from members of the PAN, PRI and PV EM, but the final text was signed by a coalition of MORENA and Green Party deputies, including Ricardo Monreal Ávila, Enrique Vázquez Navarro and others. The law, composed of 49 articles, was approved by the Chamber of Deputies on 9 December 2025 and by the Senate the following day, entering into force on 20 January 2026. A transitional article gives state legislatures 180 days – until 20 July 2026 – to harmonise their statutes with the new federal framework.

On 10 July 2026, Tamaulipas Governor Américo Villarreal Anaya presented a 46‑article state initiative to implement the circular‑economy model in the state. The proposal is awaiting debate by the Permanent Legislature, which will meet through 4 August 2026. The governor emphasized that “la economía circular constituye un modelo económico de producción y consumo sostenible que sustituye al esquema lineal de extraer, producir, consumir y desechar”.
