Mexican President links electoral provider network to Salinas era
Mexican President Claudia Sheinbaum has identified a long-standing network of electoral providers, alleging that the corruption involving the Hernández Casillas brothers dates back over 30 years to the administration of Carlos Salinas de Gortari. Sheinbaum stated that the brothers previously worked for the National Population Registry and CISEN under Juan Carlos Padilla.
Raquel Buenrostro, Secretary of Anticorruption and Good Governance, presented findings from a federal investigation into the brothers' business activities. The report indicates that the Hernández Casillas brothers, or companies currently controlled by their children, received more than 2,094 million pesos in contracts from 23 of Mexico's 32 local electoral bodies between 2014 and 2023, a period during which Lorenzo Córdova led the National Electoral Institute (INE).
Between 2024 and 2025, the companies reportedly obtained 646 million pesos in contracts. While irregularities were noted in a 2005 contract with the Electoral Institute of the State of Mexico, the companies are not currently disqualified from federal bidding. The Superior Audit of the Federation is conducting an investigation to determine if future disqualifications are warranted.
